BEIJING, October 14 (Itar-Tass) -- Prime Minister Vladimir Putin said he was pleased by the results of Sunday’s regional elections, including in Moscow.
“I pleased by the results, and if someone has any doubts as to whether they were fair or not, he should go to court and prove his case there,” Putin told journalists after the end of his official visit to China on Wednesday.
“I have been in Beijing lately. I voted on Sunday and left right after that. So I don’t know the details of what happened there during this period, but as far as I know, what happened largely coincided with public opinion polls and in some cases with the results of exit polls, as has been reported,” he said.
“Those who lose are always displeased. Those who win should show restraint and refrain from falling into euphoria. At any rate, dialogue should be conducted with partners correctly, and if there are some suspicions about violations, there are appropriate procedures, and these disputes should resolved in court,” he said.
As for the events in the State Duma, where three factions walked out of the session, Putin said he could “only regret it”.
“This is largely connected with internal party rhetoric, and all colleagues should simply get together, sit down, discuss the situation and make a decision that would resolve it,” Putin said.
The prime minister said, “I am pleased by the results of the elections, but I am not pleased by how we work”.
He believes that “at a time of crisis some of the decisions could be advanced more actively. These are correct decisions but they have to be translated into life more promptly and implemented more effectively”.
Putin said the upcoming congress of the pro-presidential United Russia party would discuss these and other issues.
He also stressed the need to “think about a post-crisis period”.

MOSCOW, October 15 (Itar-Tass) - The Communist faction will not attend the October 16 session at State Duma lower house of the Russian parliament, the secretary of the Communist Party of the Russian Federation for legal issues, lawmaker Vadim Solovyov told reporters on Thursday.
"The presidium of the Central Committee of the Communist Party decided today that the faction would not participate in the October 16 session," the parliamentarian said, "we'll be watching the situation and wait until they've clearly told us when the meeting (of faction representatives) with the president will take place."
"If the meeting with the head of state takes place on Monday, October 19, or Tuesday, October 20, we'll turn up at a plenary session on October 21," he added.
According to Solovyov, the LDPR and Just Russia factions are expected to attend the State Duma session on October 16.
On October 23, the lower house will hear the report by Central Election Commission Chairman Vladimir Churov on the October 11 elections, whose results three opposition parties have challenged.
Churov said on Thursday he has not received the official invitation to make a report at the Duma.
In his opinion, the opposition's demarche was timed with the visit to Russia of a high-ranking foreign official.
"We have no comments. It's politics, timed with the visit to Russia of an important foreign person," he said.
